Port terminals in Alagoas and Rio Grande do Sul authorized for auction by ANTAQ

Brazil’s National Waterway Transport Agency (ANTAQ) approved the holding of tenders for leasing terminals in the states of Alagoas and Rio Grande do Sul during an Ordinary Board Meeting on the 18th of last month.
A total of three terminals were authorized for auction by the governmental body. Two of them are located at the Port of Maceió: the MAC 11 and MAC 12 terminals, which will be used for handling fuel. The MAC 11 terminal is expected to require over R$ 20 million in investments, while the MAC 12 terminal is projected to need more than R$ 37 million. Both terminals will have a lease term of 25 years.
In his vote, Director Lima Filho, the rapporteur for the three auction authorization processes, mentioned that during the expansion of the MAC 11 terminal in Maceió, it was necessary to divide the area into two terminals, MAC 11 and MAC 11A. The MAC 11A terminal is currently in the final structuring phase and will soon be reviewed by the Collegiate Board.
“It is important to note that the MAC 11 area was originally larger than what is included in the current version of the studies. However, competition concerns were raised, leading to the division of the area into two terminals: MAC 11 and MAC 11A. The MAC 11A terminal is undergoing final adjustments to the technical documents and will be deliberated by the Board of Directors in the near future,” he explained.
The third terminal authorized for auction by the ANTAQ Board is POA 01, located in the Port of Rio Grande do Rio Grande (RS). This terminal, which will have a lease term of 10 years, is intended to handle and store solid vegetable bulk. Investments of R$ 17 million are expected for this project.
The three terminals will be auctioned through simplified leasing. This leasing modality, regulated by Decree 8033/2013, does not require a public hearing and may be exempt from merit analysis by the Federal Court of Accounts (TCU) due to its small size and reduced risk.
It is important to note that this is the first terminal competition approval in 2023. After ANTAQ’s approval, the process will be sent to the Ministry of Ports and Airports (MPor) for further approval, and then the auction date will be set.
