Porto de Santos grants discounts on sustainable ships and cruise rates

The Santos Port Authority (APS) recently issued two directives regulating tariff discounts at the Port of Santos. Directive No. 143/2024, published on October 4, introduces discounts based on efficiency and sustainability indicators. This benefit will apply to port operators who achieve high scores on the Port Efficiency and Sustainability Index (IESP), which evaluates contract compliance, operational regularity, and sustainability aspects of operations at the port. Environmental assessments (IDs 06 and 07) require submission of Greenhouse Gas Inventories and Energy Consumption Reports by December 31, 2024.
Additionally, Directive No. 144/2024, also dated October 4, establishes new tariff discount criteria for cruise ships calling at Santos. Discounts, based on passenger volumes per cruise line during the season, apply to Item 4 of Table III – Operational or Land Infrastructure. These discounts range from 10% to 60%, with maximum benefits given to cruise lines transporting over 680,000 passengers.
“This is yet another way to encourage carriers who adopt best practices,” said APS President Anderson Pomini, noting that both directives will remain in effect for 12 months with the possibility of extension based on APS’s review. They came into force on October 17, 2024.
The discount will be applied provisionally, based on projected passenger numbers provided by carriers, with adjustments at the season’s end according to actual data from the APS Supervia Data System. Carriers are required to notify APS in advance of estimated passenger numbers and voyage details.
Antaq Approves New Standards – On October 17, the National Waterway Transportation Agency (Antaq) approved APS’s request to include new standards for applying Table I of the Port of Santos’s tariff structure. This update aims to enhance the application of maritime infrastructure usage rates, particularly regarding discounts for vessel frequency and navigation direction.
Under an APS directive, the tariff discount, effective for 12 months, can continue without prior notification to Antaq, as outlined in Antaq Resolution No. 61/2021.
