Porto Guará: public hearing introduces newest port project to Parana society

IBAMA, Brazil’s highest-ranking environmental body, held on March 1st a public hearing to present studies for the construction of a new port complex in Paranaguá, called Porto Guará. More than a thousand people — 350 in person and another 902 online — attended the event.

According to IBAMA’s general coordinator of environmental licensing for marine and coastal initiatives, Itagyba Alvarenga Neto, the hearing is a moment of accountability — in which it is possible to submit contributions.

The event was attended by public authorities, technical experts, civil society leaders, NGOs, environmental organizations, and representatives of local communities. According to Itagyba, the inputs gathered during the hearing will be organized and duly analyzed by the environmental agency, together with the studies presented, and will serve as the basis for an eventual final decision on the project.

The Private Use Terminal (TUP) will be built in the Embocuí region – the industrial district of Paranaguá and an economic development and port interest zone under the city’s master plan.

Porto Guará

Approximately R$5.9 billion will be invested in the construction of Porto Guará, which will cover an area of 2 million square meters, 42% of which will be left as environmental preservation zones.

The port’s project foresees a throughput of 31.5 million tonnes per year in grains and liquids. There will be seven mooring berths, two access bridges, five solid bulk export terminals, one solid bulk import terminal, one liquid bulk terminal, and one container terminal. The port’s back-facing area will consist of solid bulk terminals (export and import), a liquid bulk terminal, a container terminal, a truck yard, internal circulation routes, an internal railway branch, and administrative areas.

The works are expected to start in 2024 as soon as the preliminary and installation licenses are issued. Thus, TUP should begin operations in 2026. Porto Guará is currently in the environmental licensing phase.

Rail structure

The Porto Guará project stands out from the beginning for having the most extensive rail structure connected to a multi-cargo port complex in Latin America. We are talking about 21 kilometers of integrated railways with a capacity of 25 million tonnes per year.

Environmental studies

During the public hearing, all environmental studies completed in the last four years were presented, as well as how the impacts shall be mitigated through 42 ecological programs and projects.
