Ports in Paraná are pioneers in Brazil with new Master Plan methodology

This Friday (14), Infra S.A. unveiled the new Master Plan methodology to the Port Authority Council of the Port of Paranaguá (CAP). The ports of Paranaguá and Antonina will be the first to adopt this new model, which is crucial in the port sector as it evaluates the needs of each area and guides actions and investments.
“Given Paranaguá’s national significance as a strategic port asset, it is vital that we start here. By advancing with Paranaguá at the forefront, we can better plan and predict using our master plan and planning tools,” explained Alex Sandro Ávila, president of CAP and National Secretary of Ports.
The Master Plan, overseen by the Ministry of Ports and Airports, serves as the state’s planning instrument. It assesses the needs of each port complex, identifies logistical bottlenecks, and outlines actions and investments to enhance the efficiency of public ports. The previous plan was completed in 2018 and is updated every four years. Due to the pandemic, the plan scheduled for 2022 is now starting in 2024.
“Companies believe and invest in both the public and private sectors. The workers, the Port team, and the active bodies make us proud to deliver more structured port facilities to our community. This benefits not just Paraná, but all of Brazil,” noted CEO Luiz Fernando Garcia.
After two weeks of visiting the port community, Infra S.A. coordinator Samantha Albuquerque was impressed by the size of Paraná’s hinterland area. “We received very detailed responses to our questionnaires and addressed additional questions during the visit. Now we move on to evaluating the hinterland area, which is much larger than we initially thought,” Samantha explained.
Another partner in the project is the Federal University of Maranhão (UFMA), which will be responsible for two macro reports: ESG (Environmental, Social & Governance) and Infrastructure and Port Operations. These reports will form the basis for the Demand and Capacity Projection report, prepared by Infra S.A. The goal is to complete the Master Plan within one year.
