Ports of Paraná begins review of the port-zoning plan

Portos do Paraná began updating the Development and Zoning Plan (PDZ) for Paranaguá and Antonina ports. The work is taking place on the terrestrial polygonal in which the organized port area is located. This area is where the port authority holds its administrative offices and where the port facilities, protection infrastructure, and port access are located.
The document is one of the most important planning tools in the sector and considers the social, economic, and environmental environment in which the port is located. “The PDZ allows us to establish strategies and goals for the rational development of the port activity. Not only concerning operational efficiency but also about the integration with other modes and the impacts for the city and its residents”, explains the CEO of the public company, Luiz Fernando Garcia.
The last PDZ done in Paranaguá was in 2012, with updates in 2014, 2016, and 2017. In 2021, the update is being carried out with the support of EPL, a Federal Government planning and logistics agency that is also responsible for the Master Plan of the ports of Paraná.
According to Eduardo Nina Pinheiro Perez, EPL’s technical advisor, these planning instruments also consider the National Plan for Port Logistics and public policies aimed at the sector.

“We collect current information and carry out an exercise in visualizing the future, strategizing on how to strengthen the most varied areas and regions of the ports. The focus is always on sustainable and integrated development,” he said. “We work in partnership with Portos do Paraná with the opportunity to have additional clarifications with the engineering, maritime engineering, operations, and leasing teams,” he adds.
The port authority allocates its areas using the PDZ, explains Rossano Reolon, Lease Manager at Portos do Paraná. “Along with the other planning instruments, in an interconnected way, we thought of the port organized by areas: one side with liquid operations, the other with bulk cargoes, the other with vehicles and general cargo. This segregation allows planning the port over the long term,” he says.
For him, having an updated PDZ allows better exploration of the available areas. The port sector is very dynamic and provides for several studies involving different technologies. “Our objective is to carry out the adaptations every two years,” he adds.
