Privatization advances at the Port of Santos

Flexibility, legal security, and many private investments will result from the privatization of the Santos Port Authority (SPA), according to the Minister of Infrastructure, Tarcísio Gomes de Freitas. He points out that the studies have advanced, and the model will be open for public consultation in the second semester. The auction will take place next year.
“At the end of the day, we will have an increase in capacity, an increase in handling power, and we will transport more volume. We project to quickly grow from handling 160 million tons to 240 million tons, and this will make the Port of Santos the largest port in the southern hemisphere. We are talking about an investment of more than R$ 10 billion”, highlighted Freitas.
During the privatization process, alternatives for private sector participation will be recommended so that the Ministry of Infrastructure can choose the most appropriate modeling proposal for the concession of the state company to the private sector.

The work is being done by the Dagnl consortium, hired by the National Bank for Economic and Social Development (BNDES). Led by DTA Engenharia, it includes the companies Alvarez and Marçal Consultoria em Engenharia, Garín Infraestrutura Assessoria e Participações Ltda, and the law firms Lobo & De Rizzo and Navarro Prado. The group is responsible for studies to privatize the administration of the ports of Santos and São Sebastião, but the work does not end with the companies’ diagnosis.
As determined by the report, the model designed for the Port of Santos is unique. It takes into account respect for public interest and the preservation of existing contracts. The idea is for it to serve as a paradigm for the privatization of other port complexes.
