Railway companies active in Port of Santos await new transport policies in 2023

VLI, MRS, and Rumo, three of the most important railway companies in the country, which also have high-stale operations in the Port of Santos, want to expand the sector’s participation in cargo transportation and await new public policies to be directed by the new Ministry of Transport. Minister Renan Filho has already hinted that he will review the current railway legal framework (Law 14.273/21) sanctioned by the Bolsonaro Government. The regulatory framework allows for the possibility of privately operating railroads through authorizations.
In a note, MRS informed that thanks to the Legal Framework, “it signaled interest in expanding its operations through requesting the granting authority the authorization to operate five rail lines requests privately. The National Land Transport Agency (ANTT) is conducting the necessary investigations in terms of technical and financial feasibility.” Now, the company awaits the new administration to explain which direction to follow.
In 2022, the company transported 127.3 million tonnes of cargo vis-a-vis 125.7 million in 2021. The company transports containers (various loads), steel products, cement, bauxite, agricultural products, coke, coal, and iron ore and provides logistics solutions and customized rail services.
For Rumo’s Regulation and Expansion vice-president, Guilherme Penin, “Minister Renan’s recognition of the importance of boosting the sector is seen with good eyes by the company.” According to the latest balance sheet, Rumo transported 57 million tonnes of cargo in the first nine months of 2022, up 18% from the same period of 2021: 48.1 million.
Rumo transports mostly agricultural products (soybeans, corn, soymeal, sugar, and fertilizers), industrial products (fuels, wood, paper, pulp, steel, and mining products), and containerized cargo (cotton, paper reels, consumer goods, pesticides, and refrigerated goods). In Santos, the company unloaded, on average, more than 1,200 wagons per day. “This represents 60% of the port’s total capacity. Our goal is to reach 1,700 wagons per day by 2025.”
When contacted, VLI also reported that “it sees authorizations as key mechanisms to accelerate investments and increase the share of rail transport in cargo freight in the country, bringing greater efficiency to the logistics chain, the environment, and society as a whole.”
In Santos, VLI operates the Luiz Antonio Mesquita Port Integrator Terminal (Tiplam). The company moves 27% of the total sugar exported by the port complex and other cargo, such as fertilizers, soybeans, and corn.
