
Reforms and Investments in Peru Pave the Way for AAPA LATAM 2025

Peru’s port industry is undergoing a pivotal phase of expansion, driven by strategic investments, regulatory reforms, and major international events like AAPA LATAM 2025, which are reshaping the country’s role in global trade. The launch of the Port of Chancay and the ongoing strengthening of the Port of Callao are key milestones in this transformation, positioning Peru as a critical logistics hub in Latin America.
Juan Carlos Paz Cárdenas, President of the National Port Authority (APN), highlighted that the recent enactment of regulations for Laws 32048 and 32049 marks a turning point for the sector. One of these regulations reinforces the national port system, while the other establishes a regulatory framework for domestic maritime transport (cabotage), facilitating the movement of goods between major ports such as Paracas, Chancay, Callao, Salaverry, Paita, Chimbote, Matarani, and Ilo. These reforms are expected to energize cabotage operations in the coming years, creating new opportunities for investors and Peruvian exporters.

“The growth of the port sector is backed by an unprecedented wave of modernization, with investments exceeding USD 4 billion. These upgrades in infrastructure and technology not only improve port operations but also reduce logistics costs and enhance the efficiency of Peru’s foreign trade,” stated Paz Cárdenas.
A recent report by the National Center for Strategic Planning (Ceplan) emphasized that port modernization and the adoption of new technologies are essential to consolidating Peru as a regional logistics hub. According to the World Bank’s 2023 Logistics Performance Index, Peru received a score of 3.0 out of 5.0, ranking 61st out of 139 countries. This underscores the need to scale up investments in port infrastructure and customs digitalization to boost the sector’s competitiveness.
As a reflection of its growing importance in the logistics industry, Peru will host AAPA LATAM 2025, the premier port event in Latin America. Organized in partnership with the National Port Authority (APN), the event will take place from June 24 to 27 in Lima and will bring together over 600 public officials, executives, investors, and industry leaders. The congress agenda will feature technical site visits to port terminals, keynote sessions with international experts, a trade exhibition showcasing top global companies and ports, and unique networking opportunities to foster key connections and strategic alliances.

The event will also include high-level panels on global economic outlooks, port expansion in the region, and the adoption of disruptive technologies. In addition, the AAPA Legacy Awards and AAPA-CIP OAS Awards will recognize the most innovative and sustainable initiatives in the sector. Technical visits to the Ports of Callao and Chancay will offer a first-hand look at Peru’s ongoing port transformation.
