Reforms and investments in Peru pave the way for the AAPA LATAM 2025 Congress

The Peruvian port industry is experiencing a pivotal period of expansion, with strategic investments, regulatory reforms, and highly significant international events such as AAPA LATAM 2025 redefining its role in global trade. The launch of the Port of Chancay and the strengthening of the Port of Callao are milestones in this process, consolidating Peru as a key logistics hub in Latin America.

Juan Carlos Paz Cárdenas, president of the National Port Authority (APN), emphasized that the recent approval of the regulations under Laws 32048 and 32049 marks a turning point in the sector. While one of these regulations strengthens the national port system, the other establishes a regulatory framework for coastal maritime transport, facilitating the transfer of goods between the country’s main ports, such as Paracas, Chancay, Callao, Salaverry, Paita, Chimbote, Matarani, and Ilo. These measures are expected to boost coastal shipping in the coming years, generating new opportunities for Peruvian investors and exporters.

Investments that boost competitiveness

“The growth of the port sector is supported by unprecedented modernization, with investments exceeding USD 4 billion. These improvements in infrastructure and technology not only optimize port operations but also reduce logistics costs and improve the efficiency of Peruvian foreign trade,” said Paz Cárdenas.

According to a recent report by the National Center for Strategic Planning (Ceplan), port modernization and the adoption of new technologies are essential factors for consolidating Peru’s position as a regional logistics hub. According to the World Bank’s 2023 Logistics Performance Index, Peru obtained a score of 3.0 out of 5.0, ranking 61st out of 139 countries. This result underscores the need to increase investments in port modernization and customs digitalization to strengthen the sector’s competitiveness.

Reflecting its growing role in the logistics industry, Peru will host AAPA LATAM 2025, the most important port event in Latin America. It will take place in partnership with the National Port Authority of Peru (APN) from June 24 to 27 in Lima, bringing together more than 600 public officials, executives, investors, and industry experts. The agenda of this annual congress will include technical visits to port terminals, conferences with international speakers, a trade fair with the participation of the world’s leading companies and ports, and a unique networking opportunity to establish key connections and strategic alliances. The event will include high-level conferences on the outlook for the global economy, port expansion in the region, and the implementation of disruptive technologies. The AAPA and AAPA-CIP OAS Legacy Awards will also be presented, recognizing the most innovative and sustainable initiatives in the industry. As part of the agenda, technical visits to the ports of Callao and Chancay will provide a firsthand look at the transformations the sector is undergoing in the country.

AAPA LATAM is the Latin American division of the American Association of Port Authorities, the leading organization representing ports and terminals throughout the region.
