REPORTO special tax regime divides Ministries of Economy and Infrastructure

The federal government is expected to arrive at its final position concerning the resumption of the special tax regime for the port sector, known as REPORTO (Brazilian tax regime for incentives for modernization and expansion of the port structure). The matter divides the Ministries of Economy and Infrastructure but needs to be decided this week, as the Chamber is expected to vote on the project to encourage coastal shipping, BR do Mar, through which the reactivation of REPORTO is discussed.

So far, the government’s position is against the fiscal incentive due to the opposition of the Ministry of Economy in renewing the regime. The Ministry of Infrastructure, in turn, continues its work to promote the measure to be approved in the project. Ultimately, the decision could even involve President Jair Bolsonaro. Established in 2004, REPORTO suspends the collection of IPI, PIS/Cofins, and Import Tax on the purchase of machinery, equipment, and other goods for port terminals.

When asked, the Ministry of Economy said it would not comment on the matter. The Ministry of Infrastructure said that “it remains in favor of the resumption of REPORTO, as it understands that this is an important policy for attracting investment in the port and railway sector. At the moment, there are ongoing discussions on the subject”, he said in note.
