
Representative wants sustainable truck yard near Port of Santos

The proposed development of a logistics complex on Tatu Island, near the Mário Covas Viaduct in Cubatão, is welcome as long as it does not harm the environment. With this stance, State Representative Mário Maurici discussed the project with Anderson Pomini, president of the Santos Port Authority (APS), on Monday (11) at the Port of Santos’ administrative headquarters. Community association leaders also attended the meeting.
The 420,000-square-meter greenfield site, located near the junction of the Anchieta and Imigrantes highways, could accommodate a truck staging yard with 1,020 spaces.
Expansion
“While our primary concern is environmental protection, we also recognize the need to expand the port. What we are looking for are solutions that do not pit one against the other,” said the state representative, who also coordinates the Parliamentary Front for Environmental Protection in the Santos region at the São Paulo State Legislative Assembly (Alesp).
Demand
Anderson Pomini emphasized the pressing need for additional truck staging areas in the region. “We need logistics complexes in Cubatão, Guarujá, Santos, and São Vicente to provide proper accommodations for the approximately 20,000 trucks that arrive at the Port of Santos daily. The port must grow while complying with environmental regulations, and that is our commitment,” he stated.
Pomini also noted that the proposed logistics complex on Tatu Island is currently under review by São Paulo’s Environmental Agency (Cetesb). If approved, the next step will be obtaining the environmental license. “Cetesb will evaluate the project, and if it grants approval with conditions, the port must fully comply with them.”
However, if Cetesb rejects the Tatu Island project, the port authority is considering alternatives. “We leave this meeting with a proposal to engage with the local community, under the leadership of the representative, to explore a second site as an alternative,” Pomini said.
The concessionaire signed the contract under the condition that the project can only move forward if the necessary environmental permits are issued. If not, the company will not be obligated to proceed.
Investment Authorization
The Tatu Island truck yard has already been auctioned, with Condilog Operações SPE Ltda. securing the concession. The 35-year lease agreement was signed on January 13, with an official notice published in the Diário Oficial da União on January 17. The project entails an estimated R$ 3 billion investment in the 420,000-square-meter area.
Under the contract, the concessionaire must deliver the truck yard with 1,020 spaces within three years, meaning completion is required by 2028.
Public Hearing
APS and the Joint Parliamentary Front for National Ports in the House of Representatives will hold a public hearing next Friday at 5 p.m. at the APS auditorium to discuss the establishment of four logistics complexes. In addition to Cubatão, facilities are planned for Guarujá, São Vicente, and Santos. Collectively, these truck yards will accommodate over 2,800 vehicles, offering infrastructure and services for truck drivers.
Land Swap Proposal
Cubatão Mayor César Nascimento (PSD), who opposes the truck yard project, proposed a land swap with the federal government in February. He offered a 1-million-square-meter site at Sítio dos Areais, in the city’s industrial district along the Cônego Domênico Rangoni Highway, with space for 1,000 truck parking spots. The proposal was presented to Vice President and Minister of Development, Industry, Trade, and Services, Geraldo Alckmin (PSB), in Brasília.
