Ring Road Promises to Transform Access to Port of Santos and Relieve Traffic in Guarulhos

Construction of the North section of the Rodoanel Mário Covas (SP-021) is progressing at full speed, led by the Government of the State of São Paulo. With an investment of R$3.4 billion—R$1.35 billion from the state and R$2 billion from the Via SP Serra concessionaire—the project is set to revolutionize the road infrastructure of Greater São Paulo. The first section is expected to be completed in the second half of 2025, with full completion estimated for 2026.

Spanning 44 kilometers, the North section will connect the West and East sections of the Rodoanel, integrating strategic highways such as the Fernão Dias (BR-381), Presidente Dutra (BR-116), and Raimundo Pereira de Magalhães (SP-332). The project includes seven double tunnels and 107 engineering structures, such as bridges and overpasses, designed to ensure traffic efficiency and safety.

Logistical and Economic Impact

According to Rafael Benini, Secretary of Partnerships and Investments, the North Ring Road will be a milestone for the state’s economic development. The new infrastructure will facilitate the connection between the Port of Santos and the Fernão Dias Highway, linking São Paulo to Minas Gerais and the Northeast. “This integration will increase the competitiveness of the Baixada Santista region, providing faster transportation of goods and strengthening the regional and national economy,” Benini explained.

The project will also alleviate traffic on the capital’s marginal roads by diverting heavy traffic to the new structure. This redistribution of traffic flow will significantly improve urban traffic flow and contribute to reducing pollutants, generating a positive environmental impact.

Benefits for Guarulhos and the Region

Guarulhos, one of the most congested cities in Greater São Paulo, will be one of the biggest beneficiaries. Removing heavy vehicles from urban roads is expected to improve mobility, ensuring faster and safer commutes while positively impacting the quality of life for residents.

One of the developments already completed in the city was the reworking of Estrada Dona Ana Diniz, which received R$910,000 in investments to improve vehicle flow. Over 20% of the works, including earthworks, drainage, and structural inspections, have been completed.

With this modern infrastructure, the North Ring Road will transform the region’s logistics and represent a milestone in São Paulo’s road integration, promoting economic, social, and environmental benefits for the state and the country.
