Mada Araújo Assessment Ltda, the second-place contender in the bid competition for the temporary operation of the Port of Itajaí, has been disqualified. This information was confirmed in an official note by the National Waterway Transportation Agency’s Commission for Port Concessions and Leases (Antaq) on Thursday evening (September 19).
As a result, the stage is now set for Teconnave, affiliated with Portonave, a terminal adjacent to the Port of Itajaí, operating on the opposite bank of the Itajaí-Açu River. Teconnave, which secured the third position in the bidding process with an offer of handling 35,000 containers per month, is expected to be invited to submit the required documentation.
According to the note, Mada Araújo, an investment management company, failed to provide sufficient evidence to demonstrate its capability to execute the proposal presented in the bid to handle 44,000 containers per month at the Port of Itajaí. This was the same argument that led to the disqualification of the top bidder, MMS Empreendimentos, a Santa Catarina-based company that had proposed handling 66,000 containers per month.
One of the key points raised by the commission in its document is that the company did not furnish a contract with any port operator, raising doubts about its ability to fulfill the cargo throughput commitment.
“The purpose of the bidding process is not just to select the most advantageous proposal but to choose the most advantageous proposal, provided it is achievable,” emphasizes Antaq.
