Santos Port Authority issues call for bids for internal railway tender

On Monday, September 5, the Santos Port Authority (SPA) launched a call for bids for the Internal Railway of the Port of Santos (Fips), whose project was approved by Brail’s audit court (TCU) in July. The contract’s winner will be responsible for the management, operation, maintenance, and expansion of the railway lines for 35 years, based on an investment of around BRL 891 million, primarily in the first five years.
The call for bids and document attachments are on the Port of Santos website. The former will also be available in the Brazilian Federal Gazzette.
The Santos port complex’s railway capacity is nearly complete, with 94% use. Thus, it must be enlarged to effectively accommodate future mobility, which is expected to double during the next 5 to 10 years.
The port complex’s railway capacity is currently 50 million tonnes per year and must be increased to 115 million tonnes per year to convey the volume that flows into the Port of Santos from companies like MRS, Rumo, and VLI.
Those interested in being part of the winning consortium must send to chamamento.fips@brssz.com all the documents listed in the tender invitation within 15 working days starting from its official publication date.
The final decision will be announced after five days passed the deadline, and SPA may request further clarification and/or additional documents during the assessment.
Fips’s lease agreement follows a modality known as an associative contract, in which two or more winners are chosen to share costs and operations over the contract’s term. Every two years, a new call for bids will be published o ensure the recruitment of new members to the Fips administration. According to SPA, the contract is expected to be signed later this year.
The interventions that are set to begin immediately after the approval of the executive project are:
- Rail yard between Canal 4 and Ponta da Praia, equipped with 3 railway tracks to serve the pulp terminals;
- Viaducts to eliminate the level crossing in the Canal 4-Navy region;
- Pedestrian walkways between Canal 4 and Ponta da Praia;
- Rail balloon loop, two viaducts, and a footbridge in the Outeirinhos area;
- Pedestrian walkways near the market channel and Customs; and
- New road for the 2nd entrance to the Port of Santos, in Saboó.
