Santos Port Authority one step closer to closing orbital road contract in Guarujá

On Monday morning, June 24th, the Santos Port Authority (APS) received 15 proposals for the development of the preliminary project for the second phase of the Port of Santos Left Bank Orbital Road in Guarujá. The contract, outlined in Tender Notice No. 27/2024, is set for a duration of 21 months.
The top-ranked bidder will be invited to submit an updated commercial proposal and qualification documents in separate, successive phases. These submissions will be evaluated based on the requirements specified in the Terms of Reference and Notice. If disqualified, the same process will apply to the next ranked bidders until a winner is selected.
APS President Anderson Pomini stated, “In 2023, the Company’s Board of Directors approved a review of the conceptual outline to reduce expropriations and update the project, considering changes in the region since the project’s inception, as well as addressing requests from Guarujá City Hall due to the updated Municipal Master Plan.”
The project aims to enhance the Orbital Road System on the Left Bank of the Port of Santos, focusing on segregating and optimizing heavy vehicle traffic, primarily from port activities. It includes redesigning Santos Dumont and Orbital Avenues, enhancing sidewalks and bike paths, implementing road connection devices, making hydraulic and electrical adjustments, and installing road signage.
The conceptual project outlines approximately 7,000 meters of new and renovated roads and 2,000 meters of new viaducts.
It also includes constructing a viaduct over the Cônego Domênio Rangoni Highway (SP 55), which will connect the port terminals to SP 55 (towards São Paulo), thereby eliminating heavy traffic on the urban roads of Vicente de Carvalho. Additionally, the plan features a viaduct on Avenida Santos Dumont, overlapping the Orbital Road, and another providing access to Sítio Conceiçãozinha.
