Santos Port Authority President Calls for New Regulatory Framework to Streamline Public Port Management

The president of the Santos Port Authority (APS), Anderson Pomini, urged the presidents of Brazil’s public ports, and members of the Brazilian Association of Port and Waterway Entities (Abeph) to initiate a political movement to change the legislation governing the sector. The goal is to reduce bureaucracy and streamline the management of the country’s most important ports. The call for a new regulatory framework was made on Wednesday (September 18) during an Abeph assembly held in downtown Santos at the Brasil Export headquarters.

“We need to pursue a change that allows for greater efficiency in the ports. The Federal Chamber has the power to define and approve the laws. We need to engage active deputies and strong leaders who can help Brazil have more efficient ports,” said Pomini.

The APS president made the proposal in response to the challenges reported by managers of the eleven ports that participated in the Abeph assembly, even in simple tasks such as training their port guards, facilitating investments in infrastructure, executing their budgets, and other procedures that have become significant challenges in port management.

Abeph’s president, Luis Fernando Garcia, supported the proposal and suggested engaging governors in this movement. Pomini proposed that the association seek support from the Infrastructure Committee of the Federal Chamber. “There needs to be political pressure that results in a significant change in the legislation to help ports overcome the sluggishness of the basic processes faced by managers on a daily basis.”

International Association – At the opening of the meeting, the president of PortosRio, Francisco Martins, announced the establishment of the International Association for Port Development, created to facilitate relations between public ports and countries across all continents.

Those present signed the document establishing the association and discussed initial actions, such as a meeting in 2025 to address the sector’s demands. Francisco Martins will be the first president.

Participants praised the initiative. Following this, they heard a presentation from the president of the National Federation of Port Operations (Fenop), Sérgio Aquino. The current board of Abeph was also re-elected for another term.
