Santos Port Authority Seeks Environmental Study Update for Key Infrastructure Project

On Monday (7), the Santos Port Authority (APS) published a notice to contract services for the review and update of the Environmental Study (EA) and the Basic Environmental Plan (PBA) related to the second phase of the Left Bank Perimeter Avenue at the Port of Santos, located in Guarujá.

The goal is to secure the necessary environmental licensing for the project to expand road system capacity and improve cargo traffic flow. APS stated, “The review must complement previous studies, adapting them to updates made in the engineering project. “

The update is necessary because the original planned route for Perimeter Avenue was revised in 2023. The new alignment takes into account regional changes since the project’s conception and requests from the Guarujá City Hall following the update of the municipality’s Master Plan. As a result, a new environmental study will be submitted to Ibama (the Brazilian Institute of Environment and Renewable Natural Resources).

Project

In September last year, APS contracted the ECR/Consenge – Perimetral Consortium (comprising ECR Engenharia and Consenge Consultoria e Projetos de Engenharia) to develop the basic design for the works. The contract is valued at R$3.66 million, and the consortium is expected to deliver the completed design in early 2026.

The consortium’s task is to turn APS’s conceptual plan for the Left Bank Perimeter Avenue into a detailed project. The plan includes approximately seven kilometers of new roads and two kilometers of new viaducts. The avenue will separate heavy vehicle traffic from urban traffic.

The project also includes realigning Santos Dumont and Perimetral Avenues, building new sidewalks and bike lanes, installing road connection systems, and upgrading drainage, electrical, and road signage systems. Among other improvements, a direct connection to the Santos-Guarujá Tunnel and the city’s new airport is also planned.
