
Santos Port Mega Container Terminal Goes Into Public Consultation

Poised to be the largest port auction in Brazil’s history, the Ministry of Ports and Airports and the National Waterway Transport Agency (ANTAQ) have relaunched the concession process for the Santos 10 Container Terminal (Tecon Santos 10) at the Port of Santos (SP). The project is expected to lay the groundwork for turning Santos into a major logistics hub for Latin America.
To move forward with the megaterminal’s bidding process, ANTAQ opened Public Hearing 02/2025 on Thursday (20) to refine the technical and legal documents for the terminal’s leasing process. The public consultation period starts today (20) and will remain open until March 24, 2025. The date for the public bidding session will be announced later.
Recently redesigned, Tecon Santos 10 is set to become the largest terminal at the Port of Santos, positioning itself as a key facility for handling container throughput and general cargo storage.
The project requires R$ 5.6 billion in investments over a 25-year period, covering improvements to both leased areas and common-use infrastructure within the organized port. Planned works include dredging in the maneuvering basin and berthing areas for the new terminal. These upgrades could boost the port’s overall capacity by 50%.
Alongside other major infrastructure initiatives—such as the concession of the port’s access channel and the construction of an underwater tunnel linking Santos to Guarujá—Tecon Santos 10 will help transform the Port of Santos into a true Latin American hub. The megaterminal will be equipped to handle large cargo volumes, which will then be transshipped to smaller ports across the continent.

Public Consultation and Submission Guidelines
The legal drafts and technical documents related to the Tecon Santos 10 leasing process are available on ANTAQ’s website (access here).
The public consultation period runs from today (20) until 11:59 PM on March 24, 2025, with submissions only accepted via the official electronic form available on the ANTAQ website. Submissions through other means will not be considered.
Participants may attach digital images, such as maps, blueprints, and photos, exclusively via email at [email protected]. All email attachments must include contributor identification and comply with the deadline outlined in this notice. However, sending an email attachment does not replace the requirement to submit written contributions through the official electronic form.
For those unable to submit via the electronic form, ANTAQ will provide access to computers at its General Secretariat (SGE) in Brasília, DF, and at its Regional Units (addresses available on the ANTAQ website).
