Santos will have a simplified system that will streamline exports and imports

Following a budget review, the Port Community Systems (PCS) project, which aims to reduce the number of operation steps required at the Port of Santos by up to 40%, is nearing completion. A prototype of the system, as well as the completion of the mapping of port processes and a business plan with the platform’s financial, governance, and operating models, are expected to be delivered by the end of March.
The Prosperity Fund, a British investment fund for developing countries, is behind PCS. It calls for the creation of a digital platform that will connect federal agencies with ties to the port sector. Changes in processes are also planned, with the goal of reducing the time required for exports by one day and imports by two days.
Stakeholders in the port community can now test the PCS prototype, which includes an improved version of the ship’s arrival, berthing, unberthing, and departure processes. Furthermore, the program will provide a national standard for PCS as well as the source code for the system, allowing it to be used by any Brazilian port.
The PCS business plan, which includes financial, governance, and system operation models, is another feature of the program. The program met with the Port Authority, shipowners, terminals, port operators, maritime agents, customs brokers, and pilots to prepare the proposal.
“We have presented the main PCS models of governance and operation in international ports in the conversations we have had with the players.” According to Diego Bonomo, program leader at Palladium, an international consultancy hired by the British government to carry out the project, “there is a potential convergence of interests around one or two models, which appear to us to be more adherent to the reality of Santos.”
Time frames
According to Bonomo, after an interruption, the project was resumed in September last year and is scheduled to end in March, the month in which the British fiscal year comes to an end.
The time-lapse was due to the budget review. With the new budget approved in July, contracts were signed in August and implementation started the following month.
“Our goal is to help Brazil develop and implement a cutting-edge tool that will benefit the Port of Santos and can be replicated by Brazilian authorities in any other port community after this British government program ends,” says Peter Wilson, UK ambassador to Brazil.
