
São Paulo Approves Tender Notice for Santos-Guarujá Tunnel Concession

The São Paulo state government has officially published a decree in the State Official Gazette this Friday (21), authorizing the bidding process for the Santos-Guarujá Tunnel public-private concession.
According to the São Paulo government, the tender notice is set to be released on February 27, with the auction scheduled for August 1.
This landmark project, estimated at R$ 6 billion, is a joint initiative between the state and federal governments in partnership with the Ministry of Ports and Airports (MPor). It is part of the São Paulo State Investment Partnerships Program (PPI-SP).
The tunnel will be Brazil’s first submerged crossing, spanning 1.5 km, with 870 meters fully immersed. The infrastructure will feature three lanes in each direction, including a dedicated lane for a Light Rail Transit (LRT) system, as well as separate access for pedestrians and cyclists.The tunnel aims to improve traffic in the region, especially access to the Port of Santos, the largest in Latin America.

The 30-year concession covers construction, operation, and maintenance. The winning bidder will be compensated through a toll system, public payments, government contributions, and ancillary revenue sources.
The government has also stated that bidders will be judged based on the highest discount offered on the maximum public payment, ensuring greater efficiency and benefits for the population.
The Santos-Guarujá Tunnel is the result of a collaborative effort between the São Paulo state government, the Ministry of Ports and Airports, the São Paulo State Transport Agency (Artesp), the National Waterway Transport Agency (Antaq), and the Santos Port Authority (APS).
