São Paulo Government Authorizes Ecovias to Design New Access Route to Santos’ Industrial Hub

The São Paulo state government has given Ecovias, the concessionaire of the Anchieta-Imigrantes Highway System (SAI), the green light to proceed with introductory arrangements for a new access route to Alemoa, Santos’ industrial area. This project, which involves constructing an access ramp and an exit viaduct to the Via Anchieta, aims to streamline truck traffic headed to the terminals on the Right Bank of the Port of Santos.
The State Secretariat for Partnerships and Investments (SPI) announced that the authorization paper was sent to the São Paulo State Transportation Agency (Artesp) this past Monday. Artesp is expected to forward the approval to Ecovias by next week, after which a project timeline will be developed, covering “the preparation of studies and designs necessary for implementing the new roadway system.”
Artesp clarified that “upon completion of the timeline and with the project budget outlined, it will work jointly with SPI to incorporate the construction plans into the concession contract.” The study and design phases are anticipated to take 12 months, with a possible six-month extension.
“The project will undergo a feasibility study conducted by the concessionaire, after which the final route will be determined. The concessionaire will oversee construction, with costs and payment terms to be discussed post-feasibility study,” SPI explained.
Ecovias told A Tribuna that once official authorization is received from Artesp, it will begin project development.
Housing Developments
These roadworks were initially part of the concession contract for the Internal Railway of the Port of Santos (Fips) but will now be managed by the state. In exchange, the Santos Port Authority (APS) will transfer BRL 250 million to the São Paulo government to fund housing initiatives. SPI noted that specifics regarding beneficiary families and cities remain under discussion.
“With the credit from Fips, we can secure funding for new access points to the Right Bank, essential for STS10 and the planned expansion of the liquid and fuel bulk sector through the STS08 terminal, which we will auction after a public hearing and consultation process. These access points are also crucial to ensure smooth traffic flow at Santos’ entrance,” said Santos Port Authority President Anderson Pomini.
Operative Project
In 2021, the Brazilian Association of Hinterland Terminals and Container Transport Companies (ABTTC) and the Alemoa Industrial and Port District Association (AMA) granted an operative project proposal to the Santos City Hall. This proposal included constructing an exit viaduct from Alemoa to Via Anchieta, branching from Dr. Alberto Schweitzer Avenue with two lanes—one heading towards São Paulo, the other towards Santos.
According to ABTTC President João Ataliba de Arruda Botelho Neto, “the preliminary design cost around BRL 300,000. At the time, the City Hall promised to submit the project to Artesp, but we never received official confirmation of its acceptance. I hope the project moves forward because it would benefit business owners and employees working in Alemoa.”
“We’re pleased that a consensus has finally been reached, one that seems definitive for the Right Bank and the city itself. This outcome represents a hard-fought victory for everyone involved in daily port logistics,” commented AMA President João Menano.
Menano also pledged the support of associated companies to ensure the project progresses. “The economic development and safety for everyone involved will benefit immensely,” he stated.
Santos City Hall reported that the preliminary project by ABTTC is under Artesp and Ecovias’ review. It also noted the proposed project’s importance, describing it as “fundamental for alleviating traffic congestion in urban access areas and for bolstering port activities with a second viaduct.” The administration awaits details on municipal investments to align with housing demands.
Additional Project
Ecovias also reported that it is developing the executive design for another access route to Alemoa, which was authorized in January. This project, which includes road adjustments and the construction of a viaduct at kilometer 61 of Via Anchieta, will provide an alternative connection between the neighborhood and the highway. Ecovias expects to submit this project to Artesp in January 2025.
“The granting authority will decide on the project’s execution and inclusion in Ecovias’ concession contract. Costs will be disclosed once the project design is complete,” the concessionaire explained.
