São Paulo governor, Ports minister meet to discuss Santos-Guarujá tunnel

Minister of Ports and Airports, Silvio Costa Filho, and Governor Tarcísio de Freitas met in Brasília on Tuesday (24). During the meeting, they discussed the construction of the Santos-Guarujá tunnel, which may imply closer collaboration between Federal and State governments. Additionally, the minister is scheduled to visit the Santos region on Friday (27). His exact work agenda is yet to be determined.
Costa Filho received Freitas behind closed doors in the Federal Capital, accompanied by the National Secretary of Ports and Waterway Transportation, Mariana Pescatori. According to the minister’s social media post, the main topic of discussion was the tunnel connection between the two sides of the Port of Santos. However, the details of the conversation were not disclosed to the press.
“The guidance from President Lula and the Chief of Staff, Rui Costa, is to increasingly expand partnerships with states and municipalities to deliver projects and initiatives that enhance the quality of life for the population,” wrote Costa Filho on social media.
It is known that both the Federal Government, through the Ministry of Ports and Airports, and the State Government plan to build the tunnel. The project, now estimated at R$5.8 billion, is part of the new Growth Acceleration Program (PAC) of the Federal Government. The State Government, on the other hand, has the basic and executive projects for the project, as well as previously granted environmental licenses that must be revalidated.
On September 14, A Tribuna press agency reported that the tunnel project is qualified to be part of the Investment Partnership Program (PPI) of the Federal Government, as it is expected to be made possible through a public-private partnership (PPP), as stated by the ministry at the time.
Considered the largest infrastructure project in the country among those listed in the PAC, the Ministry of Ports and Airports and the Santos Port Authority (APS) intends to launch the tunnel tender via PPP next year, with delivery expected by 2028.
The PPI contributes to the design and execution of projects that are partnerships between the public and private sectors, providing legal security and appropriate returns through long-term contracts that ensure the economic and financial balance of the concessionaire companies.
According to the Ministry of Ports and Airports, Resolution 213 of the Investment Partnership Program Council (CPPI), dated December 16, 2021, and Decree 11,025, dated March 31, 2022, qualify studies for the implementation and operation of the dry link between the municipalities of Santos and Guarujá through a submerged tunnel within the Port of Santos polygon.
