São Paulo governor promises Santos-Guarujá tunnel environmental licensing ready by year’s end

São Paulo Governor Tarcísio de Freitas has assured that the contract for the Santos-Guarujá tunnel construction will be signed a year from now. He intends to return to the city to celebrate another anniversary of the birth of José Bonifácio de Andrada e Silva, a Patriarch of Independence, as he did on June 13th. This comment followed the signing of a document on the afternoon of Wednesday, June 12th, in the presence of Mayor Rogério Santos.

“We spent a significant amount of time discussing environmental licensing aspects. Now, we are going to file the environmental impact study with the São Paulo State Environmental Company (Cetesb), aiming to obtain the preliminary environmental license before the year’s end. The plan is to open the bidding process with this license in place, ensuring legal certainty to investors interested in the tunnel project,” said the governor, who also attended events in Bertioga and Praia Grande.

International Interest

While not specifying which countries are involved, Tarcísio de Freitas mentioned ongoing discussions with international investors.

“There are many parties eager to participate. The key to a successful project is effective design. We aim to proceed swiftly so that, by next year’s José Bonifácio’s birthday, we will have the contract signed to commence work,” he emphasized.

Third Lane Expansion

The third lane of the Imigrantes Highway was also a topic addressed by Tarcísio de Freitas. In January, the State Government authorized Ecovias, the concessionaire of the Anchieta-Imigrantes System (SAI), to conduct studies, develop the executive project, and handle environmental licensing processes. The project is estimated at R$60 million.

The Ecorodovias Group, which includes Ecovias, has already hired personnel and involved national and Italian designers. The timeline for this preparatory phase is up to two years, extending until 2026, with a possible extension for an additional year.

“The projects include viaducts at the entrance to Alemoa and interventions on the perimeter road to eliminate intersections. We aim to complete the environmental licensing and create a financial strategy to incorporate this third lane into the contract with Ecovias. The State Government’s support will be crucial to make this lane a reality. We are aware of the congestion in the Anchieta-Imigrantes System, and thus, we need to develop alternatives. Future connections between the state interior and coast will certainly be necessary,” explained the governor.
