São Sebastião Port Kickstarts Accreditation of New Truck Staging Areas

São Sebastião Port Authority CDSS, a public company under the São Paulo State Environment, Infrastructure, and Logistics Department, has issued Public Notice 2/024 to identify parties interested in developing Port Logistics Support Areas (AALP), also known as truck staging areas. This initiative aims to streamline cargo operations and enhance working conditions for truckers heading to the Port of São Sebastião.

The new structure will provide logistical support and help prevent congestion caused by cargo trucks waiting on access roads near the port for loading and unloading. It will also benefit truck drivers by offering new facilities with dining, hygiene, and lodging services.

“The new staging area will bring significant benefits and greater comfort for truck drivers, giving them access to restrooms, changing rooms, and a suitable place for meals. Additionally, this initiative will help reduce congestion in the city,” said Ernesto Sampaio, CDSS CEO.

The accreditation process will take place in two stages. Interested companies will have 90 days to submit their proposals in the document phase. Final accreditation will be granted once operations are authorized, following the project’s completion and the publication of the Accreditation Certificate in the Official State Gazette.

Expressions of interest can be submitted to CDSS either in person or electronically ([email protected]) with the subject line “PUBLIC NOTICE—AALP” and the name of the interested company. Submissions made after the deadline will be recorded and returned to the applicants.

After the documentation phase, selected projects will have up to 12 months to implement the plan, which includes 150 parking spaces for double-trailer trucks.

Earlier this year, CDSS also implemented a slot assignment and scheduling system to regulate truck entry into the Port of São Sebastião, aiming to prevent traffic jams in the port’s surroundings. This system, adopted in collaboration with port operators, limits the number of vehicles per operator to 15 permits every 6 hours.

Upgrades and Investments

The Port of São Sebastião has implemented a broad set of improvements, including the construction of 11 new warehouses, renovation of the operational control center, repaving of storage yards and access roads, a new automated access gate system, safety, and customs compliance upgrades, and a new fire-fighting system.

The Port of São Sebastião benefits from convenient access via the Tamoios Highway, which connects to major routes in São Paulo State, as well as its proximity to the railway network and São José dos Campos International Airport. The São Sebastião Bypass project on the Tamoios Highway, which is nearly completed, will feature a dedicated port access ramp to streamline access and minimize urban traffic disruptions. Additionally, a lease process is being developed to attract further investments.

In April, the port joined the Brazilian Alliance for Port Decarbonization, promoting knowledge-sharing initiatives and actions to accelerate decarbonization in the maritime and port sectors. As a first step, the port has begun offering discounts on port fees for vessels showing sustainability, energy efficiency, and low greenhouse gas emissions. “These initiatives align with our commitment to promoting sustainable development in São Paulo,” emphasized São Paulo State Secretary for Environment, Infrastructure, and Logistics, Natália Resende.
