Single Import Declaration: Datamar Sponsors Procomex Event that Tackles Brazil’s New Import Process

On Tuesday, August 20, the American Chamber of Commerce (AmCham) hosted the “The New Import Process in Practice 2024” event organized by the Procomex Institute. The event aimed to present the challenges and changes that will come with the Single Import Declaration (DUIMP), set to be implemented starting October 1. The event was sponsored by Datamar.
The event kicked off with an opening presentation by John Edwin Mein, Executive Coordinator of Procomex, titled “In Practice: What Improvements and Benefits Are Expected from the Implementation of the New Import Process?”. Participants included Sergio Alencar, Customs Operations Coordinator – RFB; Tiago Barbosa, General Coordinator of Trade Facilitation and Manager of the Single Foreign Trade Portal – SECEX; Edilene Cambraia Soares, Director of the Department of Plant Health and Agricultural Inputs at the Ministry of Agriculture – MAPA; Elisa da Silva Braga Boccia, Manager of Product Sanitary Control at Ports, Airports, Borders, and Customs Facilities – ANVISA; Laura Albuquerque Oliveira, Foreign Trade Supervisor – SEFAZ/SP; Ariadne Fonseca, Director of Economic and Fiscal Business – SERPRO; and Rodrigo Mendes Diaz, Senior Product Manager at Thomson Reuters.
The second panel focused on the “Implementation Schedule for the New Import Process and the Phasing Out of Siscomex LI/D,” presented by Tiago Barbosa and Raul dos Santos Gomes Pereira, Chief of the Import Clearance Division – RFB.
They outlined the following timeline for DUIMP migration:
2024 DUIMP Migration Schedule:
- First week of October: SEFAZ (Rio de Janeiro) and RECOF Regime
- Second week of October: SEFAZ (Rio de Janeiro) and RECOF and REPETRO Regimes
- Third, Fourth, and Fifth weeks of October: All SEFAZ offices, RECOF, and REPETRO Regimes
- First week of November: All SEFAZ offices, RECOF, REPETRO, and Temporary Admission Regimes
Following this, the Product Catalog and its importance for import compliance were discussed. Topics included the new way of describing imported products, best practices, and recommendations for ensuring importers’ compliance with the new requirements.
In the afternoon, the focus shifted to risk management in the new import process and Administrative Control in the New Process, covering the Flex License, levels of Administrative Control, and the integration of regulatory bodies with the Single Siscomex Portal, among other topics.
The event also addressed the technological challenges of the new Single Import Declaration system and the new process flow.
Additionally, there was a discussion of how customs offices are preparing to ensure smooth operations and maximize the benefits of the new import system.
