SPA launches public consultation on FIPS, the internal railway of Port of Santos

On August 23, Santos Port Authority (SPA) opened a 45-day public consultation to receive contributions, aid, and suggestions related to the management, operation, maintenance, and expansion of the internal railway of the Port of Santos (FIPS) .
The model proposed by SPA consolidates the dynamics used in the current contract (signed with Portofer) with the integrated management of FIPS by all interested parties, operational self-regulation between railway concessionaires, and apportionment of costs and expenses proportional to cargo handling.
The Santos Port Authority also proposes to improve the process of contracting railway operators by means of a public call, based on Art. 28, Paragraph 3, II, of Law 13.303 / 2016 – which legitimizes the dismissal of a competitive selection process when the business opportunity can be offered to all interested parties.
This model makes it possible to make the necessary investments to expand the railway capacity, in view of the increased demand expected in the short term, aggravated by a scenario of imminent saturation – with an offer of 50 million tons, FIPS currently handles 45 million tons. The port’s Development and Zoning Plan (PDZ) foresees an increase of 91% in railway movement until 2040, to 86 million tons per year.
To account for this volume, it is estimated that approximately R$ 2 billion will be needed in expansion works such as new branches, a railway pear on the right bank (Santos), a new railway backyard on the left bank (Guarujá), in addition to the elimination of level crossings and construction of pedestrian walkways at the organized port.
