The auction of the Port of Santos will finance Santos-Guarujá tunnel

The company that wins the privatization contract for the Port of Santos, whose auction is scheduled for March 30 and investments expected to total R$ 16 billion, will deposit a portion of the grant amount in a fund to finance the construction of the Santos-Guarujá tunnel, said Minister of Infrastructure Tarcisio Gomes de Freitas on March 18 at the Vou de Tunnel de Mobilidade Urbana seminar in São Paulo.
According to the minister, who is set to leave office in April to run for governor of São Paulo, the concessionaire who wins the port terminal auction will pay the grant, ensuring that the tunnel’s net present value, which is currently negative, increases.
“A portion of the grant will fund the São Vicente x Santos connection (Túnel do Maciço), another portion will fund the Alemoa Viaduct, and a third will make the dry connection possible, creating more displacement routes to allow clearing the traffic of Baixada Santista,” he said, in a note released by the Ministry of Infrastructure.
To make this project a reality, a road operator will be in charge of tunnel construction and operation. Still, financial support will come from the Port of Santos privatization auction winner.
“Because the port has a lot of financial power, it can easily accommodate this investment. We will have a road concessionaire build the tunnel with its round-trip lanes, the VLT, and cycle lanes, and the best part is that the Port of Santos grant will ensure the financial health of this project,” remarked the minister.
According to the ministry, the auction will guarantee all of the investment required to carry out major operations in the port, which will increase from 160 million tonnes handled per year to 290 million tonnes over the next few decades.
