Port of Itajaí operator selection takes unexpected turn as top bidder disqualified
Oct, 03, 2023 Posted by Gabriel MalheirosWeek 202339
The Brazilian National Waterway Transportation Agency (Antaq) announced late Monday night (2) that MMS Empreendimentos LTDA, which had emerged victorious from the recently held bidding session to operate the Port of Itajaí, was disqualified during document analysis – a phase where the applicant’s qualifications are assessed, and they must prove the feasibility of their proposal.
The Permanent Commission for Port Leasing Bidding (CPLA) of Antaq deemed that the company, headquartered in Florianópolis, did not demonstrate the capability to execute the proposed operations. MMS had submitted a plan to handle 66,000 containers per month, which would represent a record for the Port of Itajaí—Antaq’s decision on operational and technical-economic viability aspects.
The chart below compares container exports and imports at the Port of Itajaí from January 2019 and December 2022, the period in which container operations began to dwindle at the port. The data is from DataLiner.

With this decision, the second-place bidder, Mada Araujo Asset Management LTDA, was called upon to submit additional documentation. This company proposed handling 44,000 containers per month.
The process will follow the same procedure. If the second-place bidder fails to qualify, the third-place company will be invited to submit its documents.
