Several infrastructure projects approved for Investment Partnership Program

A presidential decree that qualifies road, port, and airport developments for the Investment Partnership Program (IPP) was published in the Official Gazette on February 23. It also provides for the inclusion of federal public enterprises in the port and airport sectors in the National Privatization Program (PND).

“Depending on a future decision based on the aforementioned studies, the concessions may be made separately or in blocks”, informed the General Secretariat. The note adds that these measures are aimed at “expanding and modernizing infrastructure through partnerships with the private sector”, in order to make the country more competitive.

In the port sector, the qualified projects under the IPP are the PEL01 terminals (at the Port of Pelotas, in Rio Grande do Sul); VDC10A (at the Port of Vila do Conde, Pará); MAC14 (in the Port of Maceió, Alagoas); SUA07, (at the Port of Suape, Pernambuco); and STS11 (at the Port of Santos, São Paulo). The list is completed by the Companhia das Docas do Estado da Bahia; and the ports of Salvador, Aratu-Candeias and Ilhéus, in Bahia.

In the air transport sector, the measure applies to 24 airports (one in Amapá, two in Rio de Janeiro, two in São Paulo, three in Minas Gerais, three in Mato Grosso do Sul, five in Pará and eight in Amazonas). It will be up to the Ministry of Infrastructure to conduct modeling studies. The National Civil Aviation Agency (Anac) will be responsible for the executive acts necessary for privatization.

Among the airport developments qualified in IPP and included in the PND are Santos Dumont and Jacarepaguá airports, in Rio de Janeiro; Congonhas and Campo de Marte, in São Paulo; the airports Tenente Coronel Aviador César Bombonato (Uberlândia), Mário de Almeida Franco (Uberaba) and Mário Ribeiro (Montes Claros), both in Minas Gerais.

The list also includes the airports Val-de-Cans (Belém), Maestro Wilson Fonseca (Santarém), João Correa da Rocha (Marabá), Carajás (Parauapebas), Altamira (in Altamira), in Pará; those from Corumbá, Ponta Porã, and Campo Grande, in Mato Grosso do Sul; and Alberto Alcolumbre International Airport, in Macapá (AP).

Amazonas is the state with the largest number of airports included in the list: those of Parintins, Carauari, Coari, Eirunepé, São Gabriel da Cachoeira, Barcelos, Lábrea and Maués.

The decree also qualifies sections of BRs 414, 080, 101, 116, 465, 493, 040, 495 in Goiás, Rio de Janeiro, and São Paulo; and includes in the National Privatization Program stretches of BRs 163 (MT), 230 (PA) and 040 (RJ).
