Technology created in the Pecém Complex allows remote inspection of goods

To expedite and reduce bureaucracy in the clearance of goods in the customs units that make up the 3rd Fiscal Region (CE, MA, and PI), the Pecém Complex in partnership with the Regional Superintendence of the Federal Revenue has created a technology that allows remote inspection of containers through the sending images and information in real-time.
The model was designed to optimize displacements during the pandemic as well as to guide the Time Release Study, carried out in Brazil in 2020 based on the recommendation of the WTO (World Trade Organization) Trade Facilitation Agreement.
According to the chief inspector of the IRF/PCE, fiscal auditor Edson Nogueira, this remote verification model emerged in 2017 at the Port of Santos during a shortage of servers and many customs facilities still to be inspected.
“In Santos, they created the Confere System, in which the images of all these places are sent for verification. However, it was not fully applicable here, as the customs server had to be in a room where the images were. In our project, we needed a solution that would send images in real-time via the web, as the dispatch of the 3rd region is decentralized”, he explains.
Technology deployment
The new technology has a closed-circuit TV with more than 300 video surveillance cameras, interconnected by a fiber-optic network with high transmission capacity available in the 150 hectares of the Pecém Port Terminal.
In addition, new cameras were installed for the exclusive use of remote inspection, including high-resolution cameras with up to 18x zoom, night vision, infrared, anti-glare filters.
For this, the layouts and circulation areas around the terminal warehouses were redesigned to enable the positioning of inspection sites.
Tax analyst Wellington de Castro explains that, with the tool, it is possible to inspect by computer, tablet, or by voice. “I can also order what I want, bring the camera closer to the merchandise. I make my report to the inspector and, according to the document and the attached photos, the cargo is – or is not – released”, he details.
