Paraná requests decentralization of concession granting

Paraná is the first Brazilian state to request decentralization of concession granting activities, currently undertaken by the National Secretariat of Ports. The State wants autonomy for the port’s asset management so that the Paranaguá and Antonina Port Authority (Appa) has the power to manage concessions independently of any outside interventions.

The port authority affirmed having the advantage of a better rapport with the local concessionaires, know-how of the local market, as well as full organizational capacity to manage concession offers as per Antaq requirements. Appa is also in favor of receiving the bidding proceeds directly to its cash register; they are deposited to the General Union Treasury under the current arrangement. Appa has proposed the Federal Government allow some of the funds generated to be used in public investments.
