Ministry of Economy simplifies procedures for importing used production lines

SECEX (the ministry of economy’s foreign trade secretariat published SECEX Ordinance No. 156, of November 29, 2021, which simplifies procedures for importing used material and goods subject to the similarity examination. According to data collected by SECEX, 136 production lines were imported between 2016 and 2020 valued at US$ 92.8 million, which generated 4,721 jobs in the country.
The measure will speed up the analysis of requests submitted to SECEX for imports of used production lines and will reduce the examination period from 30 to 10 days. It will also allow used lines to be admitted without the need for agreements between importers and domestic producers, adapting Brazilian procedures to international ones and with the dictates of the Economic Freedom Law (Law No. 13.874/2019), which will help reduce deadlines and costs involved in the import operation.
According to a suggestion received in the public consultation, the importer must present a “Declaration of Isonomy” when instructing the project to transfer the used production line to Brazil. The intention is to guarantee the consistent treatment between the goods to be imported and the national goods with regard to compliance with laws and technical regulations relating to environmental protection, energy efficiency, and work safety.
