TotalEnergies to develop offshore wind in Brazil with Prumo

Brazil’s logistics company Prumo and the French oil company TotalEnergies announced on Thursday, Nov 17, the signing of a memorandum of understanding (MoU) to develop studies for the installation of logistics bases to support offshore wind projects in the Açu port area in Rio de Janeiro state.
As part of the agreement, TotalEnergies will develop feasibility studies for the next two years to implement offshore wind farms with a capacity of up 3 gigawatts in the vicinity of the port.
The idea is for the oil company to use the Port of Açu, currently managed by Prumo, as a logistics hub in all phases of the project, as well as a support base for the construction, installation, and operation of wind farms.
TotalEnergies is an important international player in this market that is only now being developed in Brazil. The French company has applied to Brazil’s environmental authority Ibama for three licenses for offshore wind projects with a total capacity of 9 GW.
In addition to TotalEnergies, the Port of Açu had already announced a partnership with the French company EDF Renewables in September to develop future offshore wind and green hydrogen projects in its area.
With the strengthening of the energy transition agenda in recent years, the offshore wind industry has started paying attention to Brazil, though local projects lack definitions, mainly regulatory ones, to get off the ground.
Even so, Ibama has a list of 170 GW-worth offshore projects awaiting licensing from companies such as Shell and Neoenergia.
The Brazilian government issued regulations in October that advanced the agenda of offshore wind energy generation, a step that investors looking to launch their first projects in the country consider critical.
