Two new areas in the paranaguá port will be auctioned on b3 with foreseen investment of brl 1.2 billion

The second largest cargo handling port in Brazil, the Port of Paranaguá, in Paraná, will auction two more areas on February 24th. The B3, PAR09 and PAR50 will be auctioned for lease on the Brazilian Stock Exchange. The first has 26,576 square meters and is intended for the movement and storage of vegetable solid bulk. The second, with 85 thousand square meters, is dedicated to liquid bulk.
The two areas are on the west side of the harbor wharf. The forecast for investments is a total of R$ 1.2 billion, of which R$ 910.6 million for PAR09 and R$ 338.2 million for PAR50.
The leasing process, through auction, has been happening continuously in the Port of Paranaguá in recent years. There are new areas to be auctioned and others under study for future transfer to the private sector.
Since 2019, the following areas have been leased with their respective investments: PAR01 (BRL 87 million), PAR12 (BRL 22 million) and PAR32 (BRL 4.17 million). In addition to the two that will be auctioned this month, future leases are underway for PAR14 and PAR15.
“We ended these four years with a very positive balance in the regularization of port areas in the State and we started the year with new processes in progress”, comments the director-president of Portos do Paraná, Luiz Fernando Garcia.
According to him, the auctions provide greater legal and operational security for the port. “In addition to the winners having obligations to invest in the areas, which at the end of the lease period return to the public authorities, the port started to receive the amount of the winning bids, which until 2019 went to the federal government”, adds Garcia.
Areas already leased
The first area to go up for auction, in 2019, was PAR01, purchased by Klabin. The new warehouse, already in operation, is located in an area of around 27,500 square meters on the docks of the Paranaguá Port, with road and rail connections and the capacity to handle up to 1.2 million tons of cellulose per year.
PAR12 was sold in December 2020, already under the responsibility of Portos do Paraná. The winning bid, of BRL 25 million, was from Ascensus Gestão e Participações. The area has 74,100 square meters, with static capacity for 4,000 vehicles. Construction is underway and operations are expected to begin in the first half of 2023.
In 2022, it was PAR32’s turn, an area of approximately 6,600 m², intended for handling general cargo, especially bagged sugar. The space already has structure, in berth 205. The lease term is 10 years, renewable at the discretion of the granting authority. The winning company was FTS Group, with a bid of R$ 30 million.
Next areas to be leased in the Port of Paranaguá
In addition to PAR09 and PAR50, which will be auctioned this month, the PAR14 and PAR15 had public consultations and hearings held in 2022. The processes are in the analysis phase of the contributions received in consultations and public hearings. The answers will be published on the websites of Portos do Paraná and the National Waterway Transport Agency (Antaq) and, subsequently, the process will go to the Federal Court of Accounts (TCU).
Located to the east of the Port of Paranaguá, the areas are intended for the movement and storage of bulk vegetable solids. PAR14 has 49,841 m² and foresees an investment of around R$ 1.2 billion. In PAR15, with 38,859 m², the expected investment is R$ 656.8 million. Both are already occupied and operational areas.
Areas under study for future lease
Other areas are being studied by Portos do Paraná for future auctions. “The objective is to regularize areas and attract new investments”, highlights the public company’s leasing manager, Rossano Reolon. According to him, investments in the areas guarantee modern and optimized structures, which make port operations more efficient and generate more jobs and income.
With more advanced studies, the PAR03 will be destined to the handling and storage of mineral solid bulk, mainly fertilizers. The area has 38,000 m² and includes the patio located in front of the administrative headquarters of Portos do Paraná and the Public Fertilizer Terminal. The preliminary survey points to the need for a minimum investment of R$ 233 million, an amount that can still be changed. Another area, PAR05, of around 30,000 m² is in the initial phase of studies.
