A public notice for the creation of the first private Export Processing Zone (EPZ) in the city of Aracruz was included in Brazil’s Federal Gazette on March 31. The company in charge of the EPZ will have to provide the necessary infrastructure and choose which industries will be installed there.
Public call
The request for the creation of the Aracruz EPZ was submitted by the company Cavallieri Participações e Empreendimentos S/A to the National Council of Export Processing Zones (CZPE). The public notice published this Friday seeks other potential interests in its exploration.
After due time, if there is more than one interested party, a tender process will be opened to choose the company. If not, the original Cavallieri request will be submitted to the Council for consideration.
The Council
The CZPE – public policy deliberative body – is an interministerial collegiate integrated into the Executive Secretariat of the Ministry of Development, Industry, Commerce, and Services (MDIC) and is in the process of being restructured due to the new configuration of the federal government.
EPZs
The Brazilian Export Processing Zones (EPZs) are free trade areas aimed at attracting the implantation of companies engaged in producing goods to be traded worldwide. The Brazilian EPZ Regime provides administrative benefits in export and import operations, exempting licenses or authorizations to import raw material and capital goods.
Eleven EPZs are currently authorized and operating in Brazil, with two already operational in Pecém and Parnaíba. State and local governments took the initiative to create each one as private EPZs were only made possible by a 2021 law that altered the legal framework controlling these free-trade zones.
