Port of Santos decreases time window for trucks arrivals to 2 hours

In order to reduce the waiting time of trucks near the Port of Santos and offer more scheduling options for truck drivers, the Port Authority of Santos (APS) has announced changes to the scheduling system for containerized and loose cargo carriers.

Effective May 2nd, these carriers will now have only two hours to arrive at the port after the originally scheduled arrival time. This change is part of the third phase of the adaptation period established in Article 29 of the APS Regulation NAP.SUPOP.OPR.011.

Since last year, the APS has gradually reduced the time that containerized and loose cargo carriers can access the port’s structure from the initially declared arrival time. The tolerance has dropped from five to four hours from October 1st to December 31st and from January 1st to April 30th to three hours. From May 2nd, the tolerance will now be two hours.

Discussions regarding changes to the regulation of the Port of Santos are ongoing and involve several parties, including unions, port operators, associations, and the Port Authority. These discussions have resulted in significant improvements to the port’s logistics, including the reuse of canceled scheduling windows, permission to change information about vehicles and drivers, and the creation a communication system for terminal operators to report contingency situations. This system has significantly reduced the no-show fees charged to truck drivers when there are interruptions in the access routes to the port. Other ongoing discussions include the integration of the Redex systems (non-customs export area) with port terminals to facilitate the truck scheduling process.

For solid vegetable bulk trucks, there will be no changes, as their cargoes require long travel distances, and the adjustment of the scheduled period is made with a mandatory stop at regulating yards outside the port to prevent transporters from forming queues on highways or even on access roads to the port complex. Therefore, the scheduling window for these cargoes remains at six hours.
