Access area to Port of Santos awaiting BRL 15 million in infrastructure works

The State Government and the City Hall of Santos are expected to sign an agreement to allocate R$15 million for infrastructure projects in Alemoa Industrial later this month. The funds will be invested in paving, drainage, and remodeling the exit of the only viaduct providing access to the terminals on the Right Bank of the Port of Santos.

The State remarked: “There is an expectation that this agreement will be signed later this year with the City Hall, which will carry out the bidding for the interventions.”

Governor Tarcísio de Freitas guaranteed the investments in September during a meeting with Mayor Rogério Santos and leaders of independent cargo transporters. The August 30th protest by independent truckers at the Alemoa viaduct prompted the discussion, highlighting constant congestion and poor road conditions.

In an interview, Mayor Santos explained that the Alemoa project includes pavement, drainage, and reconfiguration of the viaduct descent to improve truck traffic in the area. “These improvements are a commitment we have to the companies in Alemoa Industrial District and to the union of independent truckers in Santos.”

Santos hopes that the “funds will be released later this year,” clarifying that all documentation related to the Alemoa Industrial construction plan is being entered into the state government’s digital system for analysis by relevant sectors. “The funds will be released all at once,” he said.

“If the funds are released, the City Hall will initiate the bidding process, from publishing the notice to signing the contract, meeting all legal deadlines. Normally, it takes three to four months,” the mayor added.

Alemoa is the primary access route for trucks to the Right Bank of the Port of Santos. It is estimated that 10,000 to 15,000 heavy vehicles circulate in the region daily, facing not only potholes on main roads but also long traffic jams.

Ciesp and City Hall: Studies in the Region

To establish an industrial hub that aligns with the economic and port vocation of Baixada Santista and meets the needs of the private sector, the São Paulo State Industry Center (Ciesp) will conduct a study in the region in partnership with the City Hall of Santos.

“To verify which types of industries fit the reality of Baixada Santista and meet the sector’s needs, considering our energy potential, the relationship with the port, and our road system,” said Mayor Rogério Santos, who met with Ciesp President Rafael Cervone.

The mayor also emphasized the focus on sustainability. “We cannot think of industries without the green industry seal,” he said, highlighting the availability of areas “in Alemoa Industrial and the Continental Area, which is a large environmental preservation area.”

According to Santos, a new meeting is scheduled for early 2024 to outline the study’s guidelines based on an initial assessment. “We could not think of industrial projects without consulting the private sector,” he concluded.

Regarding the direct impact of industrial development, Bruno Orlandi, Secretary of Port Affairs and Employment of Santos, mentioned that the Port of Santos plays a crucial role in the local economy, with nearly 34,000 registered jobs. “Technology is necessary for our port to be more competitive internationally.”

Employment

Orlandi suggested that one approach is to incorporate the training of young people entering the job market into the Santos Technological Park Foundation. “Today, we have genuinely Santos-based companies that employ over 200 people just to develop systems,” he added.

The secretary also pointed out another approach, bringing high-value-added and low-impact environmental industries close to the port to reduce logistics costs. The Export Processing Zone (ZPE) is valuable in this context.

“We know that the industry is a major job creator. Today, of the world’s top 10 ports, seven are Chinese, and they grew by doing work similar to the ZPE,” Orlandi explained.

APS at Fiesp

During a meeting with the Infrastructure Directorate of the São Paulo State Federation of Industries (Fiesp) on Monday (4) at Fiesp headquarters in São Paulo, the President of the Port Authority of Santos (APS), Anderson Pomini, announced an investment of R$7 billion in priority projects at the Port of Santos, including the Santos-Guarujá tunnel.

On this occasion, Fiesp directors expressed interest in visiting the port via the navigation channel.

The Fiesp Directorate emphasized that it will assist the APS in making the port’s demands heard, such as the need to build a new downhill route from the capital to the coast. “The meeting was very productive, and Fiesp will provide feedback on our requests in person in Santos,” said APS President Anderson Pomini.
