Project for STS10 container terminal to be unveiled by end of the year

A definitive proposal for the concession and operation of container terminal STS10 at the Port of Santos is expected to be unveiled in the second half of this year. Currently, the Ministry of Ports and Airports (MPor) is exploring two potential sites: Ilha de Bagres and Vila dos Criadores. Initially planned for the Saboó neighborhood, this location was ultimately dismissed by the government. The relocation to another area would enhance cruise tourism in the central region of Santos, complemented by the installation of the Giusfredo Santini Passenger Maritime Terminal adjacent to Valongo Park.
“We anticipate a new STS10 emerging as a pivotal element in the Port of Santos‘ development. In the latter part of this year, we aim to present a fresh proposal, with ongoing discussions focusing on two potential sites. Through collaboration with various experts and private sector stakeholders, we’re strategically planning to expand an area that would propel the Port of Santos into its 4.0 phase,” remarked Minister of Ports and Airports, Silvio Costa Filho, during a recent visit to Baixada Santista.
Costa Filho highlighted that the relocation of STS10 would benefit two container terminals currently operating in Saboó, thereby enhancing the competitiveness of Ecoporto and BTP (Brasil Terminal Portuário), both of which are looking to expand their operations.
The STS10 terminal aligns with the clustering objective outlined in the Development and Zoning Plan (PDZ) of the Port of Santos. While the possibility of a partial auction of the Saboó area was previously under consideration by the Port Authority of Santos (APS), this option has now been discarded.
However, APS has been engaged in discussions with Ecoporto and BTP regarding this matter, as the transfer of the Passenger Maritime Terminal to Valongo hinges on consensus with these entities. Ecoporto currently operates in Saboó under a temporary contract, which can be extended or terminated without financial repercussions for the Port of Santos.

Terminals:
BTP declined to provide detailed comments on negotiations with APS and the transfer of the Concais Terminal, stating, “We do not yet have official information on densification, including a more detailed plan and schedule from the Port Authority of Santos. A meeting with APS is scheduled for the coming days.”
Ecoporto Santos stated that it “submitted an investment plan to the Port Authority of Santos (APS) and continues to engage in ongoing dialogue with the state-owned entity.”
Passengers:
APS and lessee Concais S/A are expected to finalize the transfer of the Passenger Terminal in June, with planned investments totaling R$1.4 billion, as announced by Minister Silvio Costa Filho.
The cruise terminal, currently situated in the Outeirinhos neighborhood on the Right Bank of the Port of Santos, will be relocated to the area encompassing the former warehouses 1 to 3, adjacent to the forthcoming Valongo Park, scheduled to open in June.
The future passenger terminal has already undergone a Technical, Economic, and Environmental Feasibility Study (EVTEA).
When asked to provide further details on the project and comment on negotiations with APS, Concais responded, “At this time, we will refrain from commenting on this matter, but we remain in constant dialogue with and aligned with the Port Authority of Santos on these matters.”
