Santos looks into implementing Export Processing Zone

Export Processing Zones (EPZs) are staples for regional development across Brazil. The Santos City Hall is conducting studies to establish an EPZ in the Continental Area. This topic was discussed on Tuesday afternoon (20th) at the Porto-Indústria Summit, organized by Grupo Tribuna at the Hyundai factory in Piracicaba, farther away from the coast.
During the second panel, titled “EPZ—Produce, Industrialize, and Export,” port consultant and A Tribuna columnist Luis Claudio Montenegro emphasized the topic’s significance.
“There is a mechanism that allows us to keep pace with global development: the export processing zones. We have incentives, the possibility of proximity to port logistics, and opportunities to train professionals. If you look at the law, it’s all there in the EPZ legislation. The EPZ law provides an environment where we can grow and advance.”
Montenegro explained that China has numerous economic export zones comparable to EPZs. “An export processing zone is not just an area or a legal opportunity but a development model. If Santos wants to explore an EPZ, or if São Paulo is interested, they must understand that São Paulo’s current industry model needs to be adapted. It’s about seeking partnerships, integrating into global supply chains, scaling up, and selling to the entire world,” the expert explained.
The panel also featured Elias Júnior, Secretary of Port Affairs and Employment in Santos; Adilson Luiz Gonçalves, member of the Board of Directors of the Santos Port Authority (APS); Marcel Vilchez, Director of Bandeirantes Deicmar; and Flávio da Rocha, Director of Eldorado Brasil Logística.
