Port of Pecém Sets $24 Billion Green Hydrogen Goal with Rotterdam Support

Ceará Governor Elmano de Freitas held a high-level meeting on Monday (13) with Boudewijn Siemons, CEO of the Port of Rotterdam. The discussion also included Max Quintino, President of the Pecém Industrial Port Complex, and Luana Alessandra Roeder, Head of the Businness Division at the Brazilian Embassy in The Hague.
The primary goal of the meeting was to solidify the partnership between the Port of Pecém and the Port of Rotterdam—one of the largest and most efficient ports in the world—while aligning joint projects aimed at driving Ceará’s sustainable and economic development.
“We are working to provide the necessary prerequisites for green hydrogen enterprises to establish themselves in Ceará. With pre-contracts already signed, we anticipate an investment of $24 billion in green hydrogen (H2V) production projects, with the potential to create 80,000 direct and indirect jobs. These initiatives will boost our sustainable economic development while expanding opportunities and skilled employment for our people,” said Governor Elmano de Freitas.
To position Ceará as a leader in Brazil’s green hydrogen market, R$675 million will be invested in modernizing and expanding the Port of Pecém. Key projects include constructing a fuel storage and distribution terminal, expected to generate 500 direct jobs during its construction phase, further enhancing the complex’s infrastructure.

Max Quintino, President of the Pecém Complex, emphasized the importance of the meeting and the value of learning from the Port of Rotterdam:

The Port of Rotterdam is a global success story, and they are ready to share their expertise, contributing to the further development of our complex.”
