
Uruguay Authorized to Export Frozen Beef to the Philippines

As part of this administration’s international trade strategy, which prioritizes Southeast Asian markets, Uruguay celebrates the approval of the International Sanitary Certificate (CSI) for the export of frozen beef (bone-in and boneless) and offal to the Philippine market. This milestone concludes a process that began in 2022 and reaffirms the country’s commitment to opening new trade destinations.
This achievement results from a joint effort by the Ministry of Foreign Affairs and the Ministry of Livestock, Agriculture, and Fisheries (MGAP).
With over 118 million inhabitants, the Philippines ranks among the world’s top 20 beef importers and represents a strategic market for Uruguayan products.
The authorization process began in September 2022 when MGAP submitted the country risk analysis questionnaire and the accreditation forms for interested establishments. In July 2024, during an official visit, Minister Fernando Mattos, accompanied by non-resident Ambassador to the Philippines Cristina González and other officials, advanced the process through key technical and political meetings to finalize the authorization.
Between July 22 and August 1, 2024, a delegation of 13 Filipino inspectors audited Uruguay’s meat inspection and production system. This evaluation included 22 establishments: 21 beef slaughterhouses (five also authorized for sheep) and one deboning facility, as well as MGAP’s central services, the General Directorate of Livestock Services, the National Livestock Information System, border crossings, and veterinary inspection services at the Port of Montevideo and Carrasco Airport.
The audit’s result was the approval of all 22 inspected establishments to export frozen beef (bone-in and boneless) and offal.

Since the beginning of this administration, Uruguay has successfully secured access to 114 products in various international markets, thanks to a coordinated effort involving the Ministry of Foreign Affairs, MGAP, and public-private institutes. This new milestone strengthens Uruguay’s position as a reliable supplier in the global agricultural trade and highlights its excellence in quality and sanitary standards.
