
Logistics Condominiums on São Paulo’s Coast to Be Discussed in Public Hearing; Understand the Details

The Santos Port Authority (APS) and the Mixed Parliamentary Front of National Ports, chaired by federal deputy Rosana Valle, will hold a public hearing on the Port of Santos’s future logistics condominiums on the 26th at 5 p.m. The meeting will occur at the APS auditorium on Avenida Conselheiro Rodrigues Alves, s/nº, in Macuco, Santos.
Last week, APS announced plans to establish logistics condominiums in four cities of Baixada Santista: Santos, Guarujá, São Vicente, and Cubatão. The initiative aims to create 2,800 truck parking spots across 719,000 square meters in the region.
The plan includes regulatory yards in the following locations:
- Ilha do Tatu, Cubatão: 420,000 m², with 1,020 parking spots
- Ponta da Praia, Santos: 233,000 m², with an estimated 600 spots
- Bairro Conceiçãozinha, Guarujá: 186,000 m², with at least 600 spots
- São Vicente: 180,000 m² (still under study), with an estimated 600 spots
In a statement, APS said the hearing will discuss “the creation of logistics yards within the current and future expanded Port of Santos perimeter” and that proposals may be presented during the event.
According to the Parliamentary Front, the purpose is “to plan for the future of the Port of Santos,” ensuring that municipal, state, and federal authorities discuss challenges and efforts to prevent a collapse in the region’s urban mobility.
Ilha do Tatu
The plan to build a logistics condominium on Ilha do Tatu, located next to the Mário Covas Viaduct, near the Anchieta and Imigrantes highways, has raised concerns from Cubatão’s mayor, César Nascimento (PSD). He argues that the high truck traffic in the area will impact the daily lives of 40,000 residents living in nearby neighborhoods.
Upon learning about the hearing from the press, Nascimento stated that the meeting should be held in Cubatão, involving residents, authorities, and civil society.
“Anything else will only reinforce the alleged lack of respect from the Port Authority toward our city,” he said.
The mayor has been waiting since January 31 for a meeting with APS President Anderson Pomini to discuss the impact of the Ilha do Tatu yard. In response, APS confirmed that the meeting with Cubatão’s City Hall remains scheduled after Pomini returns from a work trip to Europe.
Land Swap Proposal
Last Wednesday, Mayor Nascimento proposed a land swap to the federal government. During a meeting in Brasília with Vice President and Minister of Development, Industry, Trade, and Services Geraldo Alckmin (PSB), he offered a 1-million-square-meter area in the Industrial Hub as an alternative to Ilha do Tatu, with a capacity for 1,000 truck parking spots.
The proposed area is located in Sítio dos Areais, in the Industrial Hub, along Cônego Domênico Rangoni Highway.
Nascimento emphasized to Alckmin that he was not against the development of the Port and the region but stressed that Cubatão should not bear the burden of progress alone.
The mayor reiterated that all municipalities should be heard in the process of setting up truck yards:
“Each city has its particularities. It is only fair that the project is first discussed in each municipality.”
