Santos Port Authority Opens Bidding Process for Barnabé Island Access Road Expansion

The Santos Port Authority (APS) launched a bidding process on Monday (10) for the development of the project to expand and duplicate the access road to Barnabé Island, located on the port’s Left Bank in Guarujá.
Listed under bid number 17/2025, the tender aims to accommodate the continuous growth in liquid bulk operations and the increasing container throughput at the DP World private-use terminal (TUP). The bid documents and annexes are available on APS’s bidding portal.
The project must include the addition of two new traffic lanes over a 2.7-kilometer stretch, the construction of bridges over the Diana and Sandi rivers, the restoration of existing pavement, and integration with the overpass spanning the railway tracks, among other specifications.
According to the bid notice, the project must also ensure uninterrupted port operations and maintain road and rail access throughout the construction process. Bidders have until 10 a.m. on March 31 to submit proposals.
In 2024, liquid bulk throughput at the Port of Santos reached a record 19.6 million tonnes. Gasoline shipments saw a sharp increase of 48.2%, while diesel and gasoil volumes rose 25.8%. In January 2025, diesel and gasoil exports surged 89.7% compared to the same month in the previous year.
