Brazil proposes provisional anti-dumping duties on U.S. and Canadian polyethylene

The Department of Trade Defense (DECOM) has recommended the provisional application of anti-dumping measures on polyethylene resin exports originating from Canada and the United States after confirming damage to the domestic industry caused by such practices, according to a notice published in the Federal Gazette this Thursday.

The agency, which is part of the Ministry of Development, Industry, Trade and Services, recommended the imposition of a provisional duty, for a period of up to six months, of US$238.49 per tonne on resin exports from Canada and R$199.04 per tonne on exports from the U.S.

“The recommended duties, based on the dumping margin, were calculated by applying a 10% reduction to the respective dumping margins calculated at the beginning of the investigation,” the decision states.

The measure aims to prevent further damage during the course of the investigation, whose conclusion deadline has been extended to 18 months, as imports of the product under investigation at dumped prices have continued, the statement said.

The investigation was initiated at the request of Braskem, the main Brazilian producer of the products in question, filed on July 31, 2024.

According to the notice, the opinion recommending the provisional anti-dumping duties will be forwarded to the Foreign Trade Chamber (Camex), which will decide on its application.
