STS08: bidding for strategic Santos port terminal set for November

The bidding for STS08 will take place in November, according to the Santos Port Authority (APS). The 152,300-square-meter area, located in Alemoa, Santos, is designated for the handling, storage, and distribution of liquid bulk cargo, particularly fuels.
According to APS president Anderson Pomini, the concession of STS08 will resolve the port complex’s infrastructure deficit for this type of cargo. “A large share of vessels waiting at anchorage are carrying fuel. We don’t have quays or tanks to store it. At the same time, there has been an idle area for years. The Port needs this, which is why we are pressing ahead. We obtained authorization from the Federal Court of Accounts (TCU), which issued a highly favorable report on the work done by our technical team and on the sound modeling that underpins this auction,” he said.
In August, the TCU instructed APS to make adjustments to the STS08 bidding notice, requiring that the project’s economic-financial model and draft contract be compatible with the construction schedule of Alemoa’s new pier, an obligation Petrobras must fulfill under lease contract 06/2022. The aim is to avoid conflicts in the transition of liquid bulk operations.
The TCU also mandated safeguards ensuring that services be offered to multiple users and the retail segment without discrimination. It further recommended the inclusion of clauses in the bidding notice to restrict or penalize any transfer of lease ownership before the main investments are completed, with the goal of deterring companies interested only in contract intermediation.
