The Minister of Ports and Airports, Silvio Costa Filho, took part this Monday (22), in São José dos Campos (SP), in the launch of the Center for Technological Development in Port Management (CDTPORT), which will be dedicated to developing innovative solutions for the management and logistics of the Port of Santos. The initiative is the result of an unprecedented partnership between the Santos Port Authority (APS) and the São José dos Campos Technology Innovation Park (PIT). The event brought together authorities, representatives of startups, universities, APS employees, and members of PIT’s innovation ecosystem.
Minister Silvio Costa Filho stressed that the creation of the CDTPORT is strategic for modernizing logistics management in Brazil, highlighting that the port sector needs to move from an agenda that is still “very analog” to a digital and technological one. “Investing in innovation means improving governance, reducing logistics costs, and increasing the international competitiveness of our ports,” he stated.
He added that the pace of growth requires new tools for action and innovation. “The Port of Santos grows on average more than 5% per year, while container operations advance almost 10%. To maintain this pace, we need to prepare the port for the coming years by adopting new tools for monitoring trucks and ships, ensuring urban mobility, operational efficiency, and greater integration with the country’s production chains. This partnership with the São José dos Campos Technology Innovation Park will be fundamental for building the port of the future — more sustainable, innovative, and competitive,” the minister said.

According to Jeferson Cheriegate, the president of PIT, the integration between APS and the Technology Innovation Park “combines the robustness of port logistics with the dynamism of an ecosystem that makes innovation an intrinsic vocation.” He noted that the model has already delivered results in other areas, such as the Sanitation CDT, which developed artificial intelligence-based flow and leakage meters in partnership with universities and startups.
Innovation to modernize logistics
The CDTPORT aims to connect the port sector with cutting-edge technological solutions, bringing universities, startups, and specialists closer to applied research. To make the initiative possible, a cooperation agreement was signed between APS and PIT, along with a contract for specialized technical services, which will allow the structuring of the center and the start of activities.
Among the first projects is the development of systems to monitor and coordinate the flow of trucks from the cargo’s origin to the Port of Santos. The goal is to integrate actions more efficiently, reducing costs and optimizing operations. Another line of work will be strengthening the Port Innovation Hub through the hiring of a specialized consultancy to support the coordination of a community already engaged in seeking improvements for the sector.
APS president Anderson Pomini emphasized the importance of the initiative by stating that “the Port of Santos would not be breaking records and projecting a new technology system if it were not for partnerships like this. Our challenge is to think about the port for the next 20 years, increasing efficiency with innovation and planning.”
