Portos do Paraná master plan presented to port community

The port community of Paraná’s coast was presented with the results of Brazil’s first Master Plan developed under the new methodology established by the Ministry of Ports and Airports. The document serves as a state planning instrument to guide investments and public policies for Brazilian ports.
“Today’s meeting was extremely important for the future of the Ports of Paraná. We brought together the needs, projections, and challenges — everything related to port planning through 2050,” said Alex Ávila, National Secretary of Ports and chairman of the Paranaguá and Antonina Port Authority Council (CAP).
The results were presented last Friday (3) at the Palácio Taguaré auditorium by representatives of Infra S.A., a state-owned company under the Ministry of Transport responsible for transforming Brazil’s transport infrastructure.
The ports of Paraná were chosen as the first to implement the new Master Plan methodology due to their national relevance and multipurpose cargo profile, which includes handling solid bulk (such as soybeans and fertilizers), liquid bulk, containers, vehicles, and general cargo.
“Portos do Paraná includes one of the most important and strategic port complexes in the country, so we decided to start here. These ports have a well-structured planning area,” said Ana Carolina Bonfim, Director of Port Management and Modernization at the National Secretariat of Ports.
The study took over a year and included analysis of the port area and its hinterland, involving visits to dozens of sector companies. “We saw that Paranaguá is a powerhouse — there’s no denying it, especially with the Moegão project. We know that even the sky is not the limit for Paranaguá, because it’s performing very well, and the Master Plan shows that,” said Infra S.A. Superintendent Samantha Albuquerque.
Among the plan’s findings are cargo-handling projections that impressed the National Secretary. “This year, the port should set a record of 70 million tonnes handled, and projections based on scientific studies show that by 2050, this figure will more than double. The data confirm the strength of the port and of agribusiness — not only in Paraná but across the country,” Ávila concluded.
The next steps include approval of the preliminary version by Portos do Paraná and relevant agencies, followed by a public consultation and review of contributions, with final publication of the Master Plan expected in December this year.
