APS signs contract with Valenciaport Foundation for decarbonization of Port of Santos

The Santos Port Authority (APS) signed a contract on Tuesday (14/10) at its São Paulo office with the Valenciaport Foundation to develop a Decarbonization Plan and an Energy Master Plan (PDE) for the Port of Santos. The contract establishes a 22-month deadline for the delivery of both studies.
The Decarbonization Plan aims to set guidelines and targets to decarbonize operations across the entire port complex of the Baixada Santista region — including APS activities, port terminals, vessels operating at the port, and the rail and road transport modes serving it.

The PDE, in turn, will outline strategies and actions for the Port of Santos to transition from fossil-fuel-based energy — a major CO₂ emitter — to increasingly cleaner energy sources. The plan will detail the port complex’s current energy consumption, showing how much of each energy type is used and what will be required to operate more sustainably in the future.
Among other analyses, the PDE will project how the maritime sector’s global energy transition will unfold. It is currently estimated that only about 10% of the world’s vessels are equipped with alternative, non-fossil fuel systems. International shipowners have already begun producing vessels powered by gas and hydrogen, among other low-emission fuels, as well as adapting existing diesel ships.
For this reason, APS must stay ahead of this movement to ensure the Port of Santos can accommodate these new vessels in the future, equipped with the necessary refueling infrastructure.
“These are two initiatives that will be implemented in an innovative way at the Port of Santos,” said APS president Anderson Pomini. “It’s a very important contract, as it will bring forward strong solutions for the port’s energy transition toward the future,” he emphasized.
The development of these plans will be carried out by the Valenciaport Foundation, a research center linked to the Port Authority of Valencia (APV), which manages the ports of Valencia, Gandia, and Sagunto on Spain’s Mediterranean coast. “It’s an institution internationally recognized for implementing energy transition and port-sector planning solutions focused on renewable energy,” Pomini noted.
Antonio Torregrosa, director general of the Valenciaport Foundation, signed the contract on behalf of the Spanish institution. “The Port of Valencia has a long tradition of environmental initiatives to contribute to the decarbonization of the Port of Santos,” said the executive.
Since its founding, the Valenciaport Foundation has developed projects in more than 60 countries, primarily across the Mediterranean, Europe, Asia, and Latin America. The contract with APS totals R$3.28 million.
