Brazil confirms transfer of Port of Itajaí management to CODEBA

The Ministry of Ports and Airports has published Order No. 19/2025, which validates the transition of the management of the Port of Itajaí from the Port Authority of Santos (APS) to the Bahia Dock Company (CODEBA).

The measure confirms the continuity of the federalization process of the Port and reinforces the Federal Government’s commitment to institutional stability, modern governance, and preparation for the creation of the new public company Docas de Santa Catarina (CDSC).

The order, signed by the acting national secretary of Ports, Bruno Neri da Silva, highlights that CODEBA has a history of good governance, financial solidity, and experience in managing medium-sized ports — a profile similar to the model proposed for the new state-owned company in Santa Catarina.

“CODEBA is a federal public company with a history of good governance, financial solidity, and experience in managing medium-sized ports, a profile similar to the model proposed for Docas de Santa Catarina,” emphasized Secretary Bruno Neri da Silva in the document.

The new agreement between the Ministry and CODEBA ensures the continuity of operations, the preservation of the local technical workforce, and legal certainty during the transition period.

“The Port Authority of Santos fulfilled its role during this transition period and was essential for the Port of Itajaí to resume its operations. Now we begin a new phase, with even more autonomy and institutional stability. We are experiencing a historic moment: we reached record cargo and container handling levels, and we will close the year with revenue exceeding R$ 140 million — growth of more than 431% in just eight months,” stated superintendent João Paulo Tavares Bastos.

The measure reinforces the alignment of the Port of Itajaí with the national model of port governance and consolidates the federalization process, ensuring that local operations maintain their pace of expansion, efficiency, and revenue generation.
