Brazil Says Tecon Santos 10 Auction Set for First Half of March

The Ministry of Ports and Airports (MPor) and the National Waterway Transport Agency (Antaq) are expected to hold the auction for Tecon Santos 10 in the first half of March. The forecast was made following the deliberation of Brazil’s Federal Court of Accounts (TCU) on the matter. According to MPor, a major roadshow with embassies and interested companies will be held in January, followed by the publication of the tender for the Santos Port terminal.
“Tecon Santos 10 will bring R$6.4 billion in investments and increase the Port of Santos’ container-handling capacity by 50%, which is essential for supporting Brazilian production outflow and boosting port efficiency. Now, with the TCU decision, we can move forward with the process, which will consolidate the Port of Santos as one of the main container hubs in Latin America,” said the Minister of Ports and Airports, Silvio Costa Filho, noting that the project is expected to generate 2,500 direct jobs and 5,000 indirect jobs during construction.
With the Court’s ruling, the process returns to MPor, which, according to the National Ports Secretary, Alex Ávilla, should occur in the coming days. “From there, we will make the technical adjustments and adaptations needed to publish the tender by the end of January. We expect broad participation in the auction, as many domestic and international companies are interested in the process. Without a doubt, it will be the largest and highly competitive auction in history,” the secretary said.
The auction for Tecon Santos 10 will also include an innovation in the concession model, specifically regarding the concession fee (outorga). MPor will adopt the TCU’s recommendations, including the establishment of a minimum concession fee, whose main objective is to balance market attractiveness with the government receiving a reasonable minimum amount appropriate for the size of the project.
The new terminal will cover 621,000 square meters and will be dedicated to handling and storing containers and general cargo. Tecon Santos 10 will further boost the Port of Santos, which is the largest port complex in Latin America and Brazil’s leading port in terms of cargo volume, accounting for 29% of the country’s foreign trade.
With the new terminal, the port’s annual container-handling capacity will reach 9 million units. The project includes four berths for vessel loading and unloading. Under the auction rules, the winner will be the bidder offering the highest concession fee, and the concession term will be 25 years.
